No, no. Recuerda la regla general: se duplica cuando acaba en UNA consonante precedida de UNA SOLA vocal tónica.
Por eso: stOp > stopping; hIt > hitting; rUn > running
Pero: rEAd > reading; hEAt > heating; rAIn > raining
